Data for Switzerland as of 2006 according to linguadult.ch[1]: German is spoken as a foreign language by 39% in French speaking Switzerland (Romandie), and by 49% in Italian speaking Switzerland (Ticino). 20% of people in the German speaking area speak German as a foreign language. Over all of Switzerland, about 88% speak German (64% natively and 24% as a second language).
Italy
In South Tyrol 27% of people are not native speakers, those are Italians who migrated to South Tyrol in the past (a lot of them because of incentives of the Italian government) as it belonged to Austria before 1919.

Republic Slovenia have more than 50% of people knowledge of English language not of German language(Deutsche Sprache).
Knowledge of German language in Republic Slovenia is less than 10%, is less than in Croatia. Probably is somewhere in the same level than in Italy.
